I play on Minecraft 1.14 and my chunks take a long time to load, change the visibility or other graphics settings brings nothing except my frames up or down to pull and when I break a block is always a very short turtle lay pretty much. I play Minecraft with 4 GB of RAM. My system:
-Windows 10
-64 bits
-8 GB of RAM
Processor AMD FX (tm) -4300 quad-core 3.80 GHZ
Graphics Card NVIDIA Geforce GTX 1060 6GB
-1680 x 1050 big screen 60 fps monitor

The 1.14 runs even on strong computers very jerky. And your fx is the least suitable for minecraft because it only uses one core
Already in advance: 16 Chunk's visibility is very much, that I would put down with lag problems to 10.
Now the problem: The 1.14 is still very jerky, even on the best computers. First right when loading chunks it comes to problems. So what you have there's (unfortunately) quite normal.
To put down the renderdistance would make it a bit more playable.
Unfortunately we have to wait for the (hopefully) next version for a final fix.
