I have Minecraft PE on my phone and wanted to ask how / if I can get it for free on my PC.
You can play the Android version in an emulator like Bluestacks or Nox but as far as I know you don't get a PC version if you buy a mobile version

So Minecraft PE is a separate edition so you can only get Minecraft on the PC just because you have the PE (unfortunately).
You could of course download it for free (I hope you know what I mean).
I myself have no site to download it for free
But of course the best solution is to pay the money, it's really worth it!
You can start it in an Android emulator.
You don't get the other versions for free
Would rather rely on Mumu instead of Nox and Bluestacks - has better performance and does not install apps without being asked (such as Nox does)
