Why doesn't my computer show the performance it should have?

I've noticed for a long time that something is wrong with the performance when playing. I have installed a GTX1070 and an Amd Ryzen 5 3600. Checked the temperatures while playing and everything was fine. Not even Minecraft allows me to put a shader into the game that doesn't need that much power. I hope you have some good tips on what it could be.

The problem is not with the PC, it is sitting in front of it. You should be familiar with the hardware you have, what software you use, which drivers you use, etc. There may also be important information in the event log that can be helpful.
