When does the 1.14 come for? Minecraft Windows 10 Edition?

I'm assuming that you mean with the "1.14" the features of Java Edition 1.14.

There are 3 different versions to consider.

1. Java Edition - Classic Minecraft for the PC

2. Bedrock Edition - these include:

Pocket Edition

Windows 10 Edition
Gear VR Edition
Fire TV Edition
Xbox One Edition
Nintendo Switch Edition

and 3. Legacy Console Edition

Xbox 360
PlayStation 3
PlayStation 4
PlayStation Vita
Wii U Edition

So you have the Bedrock Edition. For these just the 1.13 is announced without appointment in which it is e.g. Foxes will go. So you'll have to wait until Village & Pillage.
