I just checked the system information to see if I can use Minecraft RTX, but under Components / Display the name Inte (R) HD Graphics 4600 is given instead of the graphics card.
That means the graphics card is not recognized and you are using the graphics card that is already integrated in the processor.
I also had the problem recently. Is the graphics card displayed in Device Manager? If not, then start Device Manager as an administrator. If that still doesn't work, then reinstall the graphics card driver. If that still doesn't work, then maybe open the housing of your computer and see if everything is inserted correctly and if necessary dust the inside of your housing. Then it should work. If not, then you probably have to call support or something

If you get normal performance (which is normal for your actual graphics card), it is probably a display error in the control panel.
