Nope. The 1.8 is technically good for pvp action, but tactically rubbish. Potions, drink arrows, totems of undying, soul speed etc.
Tactics:
It all depends on how you play, you are more defensive or offensive.
If you are more into the deff, you should always have a way to stay within range, keep your opponent at a distance and avoid being caught in a combo. You can use the recoil of a hit to gain distance and use a gapple or a heal. If need be, escaping for regeneration is an option. You can be pretty creative there. A bow and a good aim is helpful here.
On the offensive you are tied to a short range, stay within a movement pattern and try to land several hits in a row to give him a combo. An increased click rate is very important for this. Don't give him a chance to use a cure and try to use fas terrain to your advantage. These include lowground, highground, obstacles or buildings. You may even be able to bust an enemy.
You get a feeling for your range, I always say 2.75 blocks from the feeling. You can test this yourself, e.g. If you build a tower from 3 blocks and try to put a block from the tower on the ground.
