In minecraft, not all chunks load?

Me nerft it in minecraft despite the setting sight 32 chunks it is not up to the maximum loads but just a few chunks in front of me everything loads and only when I look back where I was I see the full sight but just where the chunks before already loaded what could I do?

Single player or server?

Currently server but in singleplayer whatever
