Minecraft chunks not loading on servers?

I have the problem that my chunks in Minecraft don't load properly on any server. I only see about 4 chunks after that only Void comes until I go into the chunk then it loads. No matter which version or which server. Optifine and Badlion Client are also useless. It makes no difference whether I set my chunks to 8 12 or 48.
