I recently noticed that my GPU doesn't even use its maximum power (1350mhz although the maximum is without overclock 1980mhz)
tested with MSI Afterburner
tested in not particularly demanding games (only in which the problem occurs) e.g. Subnautica and Minecraft.
The gpu / cpu regulates itself accordingly if not so much power is required. Saving electricity, reducing heat ☺️
But the performance is needed. I hang in the games between 40-50 fps
