PC / Windows 10 jerks every few seconds, why is it?

So, last night I was still playing minecraft, everything ran normally, then went to Cod and had fps drops straight away. They look like this, everything runs to 100 + fps and then a sudden drop to 40-60 fps, which leads to a jerk and it rises again to the previous fps. This happens every few seconds, always. Then I turned off the game and wanted to play Minecraft again, everything went back to normal. But today, I have exactly the same stuttering in Windows, Minecraft etc. No sound problems like many others on the Internet, but according to Latencymon my latency increases, which leads to this stuttering. The bar is still in the green area and no errors are displayed. I installed and updated all drivers and now I don't know what to do next. I think my motherboard (msi b450 gaming pro carbon ac) is causing problems again. But I'm not a PC guru, where I can pinpoint exactly what the problem is. Does anyone know more about it? This stuttering started suddenly, out of nowhere.

I would guess strongly on CPU, RAM or hard drive / SSD.

I solved the problem". Well I have two monitors, but I haven't used one for a while. But yesterday evening I turned it on and then I noticed that the spikes simply kept away. And this morning they were there again after switching on the other monitor straight away. I just laugh at it. After sitting at the PC for 4 hours to find a solution, it's such a thing haha.
