At 1.14 I also have a much worse performance, I'm currently still waiting for Optifine for the 1.14 comes out, that's always quite a lot.

The setup is not that bad, you can try to assign Minecraft more ram (there are many tutorials on youtube)
Set chunks to 8
Limit FPS to 60
VSync and VBO off
Allocate more RAM (4GB)
