I'll keep it short, my FPS in MC are at 23/17 (average) and they don't go any higher or lower. It makes no difference whether I have loaded 3 or 38 chunks or none or a e.g. 256x texturepack.
My hardware is an AMD Radeon RX 57000 Xt and an AMD Ryzen 7 3700X 8-core processor.
No, that's not because of the FPS cap, it's 130 and I can't even begin to get there.

Besides, there's no Ryzen 4700X, only a Ryzen 4700G.

If you have an APU deactivate it
Check for the latest drivers
Ingame:
Lower visibility (brings a lot of FPS)
Change graphics from beautiful to fast
Activate Fast Render
Turn off Smooth FPS
Deactivate clouds
Minimize particles
do not use a shader!
Outside of Minecraft:
You can allocate more RAM to Minecraft (half of what you have on the laptop) and there are enough videos on YouTube how to do that
Set Minecraft's priority to HIGH
Using Badlion Client 3 brings an FPS boost

Have you tried what I said It is better?
If not, something on the hardware may be damaged or your hard drive may just be full of garbage.
I also have more FPS in normal games, e.g. In League of Legends, with the highest settings I have 250+ FPS. So in general everything is great, only Minecraft is weird
