Minecraft is CPU-intensive. And the mods are all "not nice" in terms of performance.
So it's more or less up to Minecraft, even ARK: Survival Evolved runs at very high settings well above 60fps.

Did you allocate a lot of RAM to Minecraft (maybe 6 to 8 GB)?
Maybe you have a CPU that is too weak for the graphics card, so that the CPU slows down the graphics card?
