It depends on your bandwidth and how much of it you want to make available for download.
You can limit the download if there's enough bandwidth (5/10/25 / 50mb e.g.) or you can let it run as quickly as possible without a limit.
This limitation makes sense if you also want to stay productive, so you want to keep a certain bandwidth open as a reserve so that you are not completely prevented from working (in this case also gamble) due to e.g. A high ping.
If you want to play Minecraft with an active online connection, you will lose a certain bandwidth when downloading, but the download will still continue. Depending on your available bandwidth, this can be more noticeable, for example. If you have a 100k line, the download will be a few manageable% slower (depending on the download size, a few minutes).
But it will be much more noticeable in the game because you will then have higher pings and latencies, which will have a negative impact on the gaming experience (rubber banding, lags etc.)
