Shader for Minecraft on Windows 10?

I wanted to get minecraft for minecraft 1.7.10 and then the shadermod to be able to play with shaders, but when installing forge it was called then I need Java first and then I could not download Java because Windows 10 has banned it. Is there a solution or even an easier way to use shaders?
