Pets, including parrots, can only teleport to you if they are in a charged area. When you are at the spawn, only the spawn is charged, but not the area in which the pet is staying. So it can no longer teleport itself.

This is why a pet will not teleport to you if you have crossed a large sea in a boat. They can't teleport into the water, and by the time you reach land, the pet has not been charged for a long time.
