No, that applies regardless of where the person responsible is located, provided that the person concerned is in the EU (market location principle).
Yes, they have to delete that. Often you can apply for this in the account settings, otherwise an informal email is sufficient. The legal basis for this is Art. 17 GDPR.
There are exceptions to this only if you E.g. You have paid something, then you have to save (only) the relevant data for tax reasons for a period of time.
