Graphics card does not have enough power?

I currently own a Radeon RX570. Is it possible that she card does not have enough power when the PCI-E slots are not all busy? What I mean by that is that not all slots for the power on my Graka are occupied. Can she lose power as a result? Because I often have the situation in games such as Minecraft does not even get over 60 FPS.
