Well, you don't really need the fast click in 1.9 PvP. Rather the timing of the blows and the very targeted aiming. Of course, it all depends on the situation and the circumstances. Still, I wonder if there's any way to expand / change the combat system.

Switching between versions would probably not be possible via gamerule because the other version would have to be restarted first. I think it would be cool if you could turn the cooldown on and off via gamerule. This is more or less the case now. The "Attributes" command is added in the Nether Update. There you can increase the generic attack speed, attack damage, knockback etc.

You can't say that objectively. For example, I don't find it a failure. Just because a lot of people got upset about it is not a failure per se. Maybe these people's train of thought was just a failure.

Well, then it would be easier to hit fast opponents. A small change has been made in one of the Combat Snapshots. Namely, you can meet opponents a short time after they have disappeared from the crosshairs. So, a few milliseconds. This can e.g. Simplify the aiming in very fast fights.
