From 1.13 onwards, most large command creations are made with https://minecraft-de.gamepedia.com/...Datenpaket. These are mostly zip files, which are installed in the world folder. After that, they can add new recipes / advacments or even new items and blocks, and as I said, without mods for singles and multiplayer.
