I would like to add the Naruto Map from the Internet to Forge, but I have no idea how it works.
Basically, Forge has nothing to do with whether you play Minecraft with Forge or without, only makes a difference with maps that were also created with mods.
When you download a map, you should normally receive an archive file, e.g. Zip or .rar, in which the Minecraft map should be. So pack the contents of the .zip or .rar into the saves folder. You can find the folder by pressing WIN + R, i.e. The key next to CTRL and while holding it down, also press R. Then a window opens there you enter% appdata%, then the roaming folder opens. You should be able to find the .Minecraft folder, open the folder and then open the saves folder that is contained there. Paste the Minecraft map there and you're done.
