Low FPS and low CPU, GPU usage?

I have 150 to 400 FPS in Minecraft But as soon as I turn on Antisotropic filtering in Optifine I only have 30 to 60 FPS even though the CPU utilization is only 25% and the GPU utilization is 20%. Does anyone know why?

Too little ram, I always assigned Minecraft around 16 GB and back then around 1.6 4GB

If your PC only has 16 GB you can't give as much, I always recommend 1/4 so I always did
