The 1.13.2 is an extreme CPU eater. Here the start of Minecraft reaches the 100% limit. Even me with 6 cores have slight problems. The RAM utilization also plays a role. You should assign at least 4GB of RAM to the version.
If you only have 1-3 cores in total only 4GB of RAM will be difficult. On the other hand, you can't do anything except play a new PC or other Minecraft version.
Try the 1.13 or 1.13.1. They need less. Many servers use ViaVersion, so you can join lower versions as well.
Locally, there are no differences in the versions.
