Minecraft server via telecom router?

So I want to make a modded Minecraft server with Hexxit via Technik Launcher myself.
I've already set up the server and set everything up and can already join it myself. But I would like people outside of my Wi-Fi to be able to come in, so I have activated port 25565 via TCP and UDP in my router settings for the port activation, but when I then test it over the Internet with a port checker, you can't see that it is is unlocked so that other people can't join me.

I've restarted the router, turned off my antivirus, and more, but it still doesn't work. Could someone please try to help?

I'm not a professional with things like this, but does port forwarding even work over Wi-Fi? For example, I have a configuration here that doesn't allow that. Try a LAN cable.

I would:

give the server in the local network a fixed IP
Set up port forwarding in the router (no port activation)
and open the firewall of the server OS so that it can be reached at all.

To narrow it down, it's best to try a second machine in the local network to access the IP + port that you also enter as a forward.

The server must definitely be accessible locally in the network. It should then also work via forward.
