Hi, I want to play Minecraft Pe with my friend, but I don't have a router or anything and I don't want to download an app. Then how can I play in multiplayer?

Unfortunately, you won't be able to play multiplayer at all.

You would need a constant connection to the Wi-Fi

Just an idea: If you want to play with each other via this "open world in the LAN", then this might be possible if one opens a hotspot & the other connects via it. I never tested it.
