So far there's no confirmation of what the 1.18 will be, as, as you already said, the 1.17 has not yet been released (announced for this summer), so they will carry out general bug fixes in the weeks after the release.
However, it is reasonable to assume that there could be another final update, since it is the dimension that has not been updated for the longest time. But I don't think it will be a final update as this dimension has already been updated. My guess is that maybe there will be new biomes, with new trees, etc.
As for the combat mechanics update, I once heard that Mojang had a test phase during which they tried out new fighting techniques, but unfortunately I didn't hear what happened to this test phase
