Why do I have so little GPU usage?

I have a new graphics card (Radeon RX590) and have found that I have very little GPU load. This always rises and falls alternately and is sometimes also at 0%. I also have pretty little FPS in Minecraft.

What can I do and what can I do about it?

You could set the graphics settings higher, then you have more GPU utilization. You could also overclock the CPU with me, and when I overclocked my CPU I always had 99% -100% GPU utilization in Apex Legends, for example. Or there's a bottleneck because your CPU is too weak for your graphics card.
