9% CPU usage 11% GPU usage = lag in game?

My friend currently has a problem, he bought an RTX 2070 a few months ago with a Ryzen 5 3600.

When he tries to play Minecraft the game only runs at 10-30fps. If you look in the Task Manager, the CPU and GPU are both only between 9-11% utilization, more is just not possible! Is there a load limit somewhere or something.

I have the same issue! I've got a Radeon RX 6700 XT Red Devil oc 12 gb card, i9 10900f, 32 gb ram.
