Why is my computer mouse always turning?

This might sound weird, but sometimes it seems that my computer mouse (Infrared connection via USB port) sometimes has "seizures". The mouse pointer suddenly jumps away, movements of the mouse and the scroll wheel are executed too much or not at all.

The most common problem is playing Minecraft. It is sometimes so violent that you can't continue playing, because the mouse is no longer able to cope.

Can someone tell me how to fix the problem?
