How do you find Minecraft Developer?

I plan to open a Minecraft network, but I don't want to use pre-made plugins and stand out from other servers. Therefore I'm still looking for developers who are familiar with the Spigot and the BungeeCord API, and wanted to ask where you can find developers who would do it all without payment.

First of all, you would have to look around. I know which ones are super good, but they are already in a team. It is important that you convince the developer of your concept.
