Is that somehow possible mc?

I'm running a minecraft server with friends. Now we have considered that our currency should be called toiletpaper. This is supposed to be a piece of paper called toilet paper. You but how is it possible? You can actually rename it an anvil, but then everyone can fake their money. But how is that possible? Is there a command / plugin where only the players with op in the anvil can rename things? Or do you have another idea how we can do it?

There's the SimpleRename plugin. You can use this to name the paper in color and add a lore.
Still, maybe you should do more with scoreboard in general.

It works completely without plugins. You go to http://mcstacker.net then on "give" and then at Giveitem "Paper". You can name it as you like, also colored, bold, etc!
