The cartridges work everywhere, don't they? The region only decides which languages are on it.
No, Nintendo has real country bans on it. I can't play a US or Asian game on my German switch.
That was already the case with the 3DS, which is why some people had to buy a Japanese DS in order to be able to play exclusive Japanese titles on it.
