Can't friend ping and he can't ping me even though we both have internet?

A buddy and I want to play Synergy, Minecraft etc. Again. Games that we host locally, as always. It's just been a while that we can't even ping ourselves anymore, which makes every server useless.

We both have Internet, we're both in Discord on the telen… But pinging the direct IP does not give any feedback, neither of us. We can of course ping any other IP, we also have the internet as normal… What's going on? That is completely impossible. We have internet!
And yes, firewalls etc. Allow everything… Otherwise we would not have internet as I said

You can only "ping" yourself when your computers are both (!) Directly on the Internet (each with an official, non-private IP) - this is rather unusual today. You are probably both using a router, since both computers are each in a private network, and you are surfing with the official IP that is on the router (assigned by your provider). In these cases, ICMP protocols (e.g. Ping) would end at the router, which, depending on the configuration, may send back an ICMP response packet. It may then respond to the other's router, but not their computer (e.g. Gaming console, notebook or PC, …).
