Minecraft Server - is it EULA Compliant?

Today I navigated through the forum of a Minecraft server (I don't want to mention the name) on which I play regularly. Then I found a suggestion from the server owner that will most likely be implemented. Namely to revise the licenses for a chest shop system. Up until now you could buy shops with in-game currency. But he intends to tie the licenses firmly to the ranks. (Here is a screenshot, I blacked out the usernames.):

To the best of my knowledge, this idea is not EULA compliant as it is an advantage for the players who buy the ranks. What do you think?
