Yes, this is possible because a web server and a Minecraft server use different ports. You can e.g. Buy a cheap domain on mc-host24.de and then forward it to the IP's. In the past they had a relatively simple system, but today the system has become even easier for domain redirection

Domain is domain, there's no special Minecraft domain. You then only have to redirect the domain to your Minecraft server, of course, that goes with any provider where you want to buy a domain.

There's not any. If there were, every domain would probably be sold out anyway.
The domains themselves cost the provider top priority - for .de domains, for example at DENIC - monthly fees. It is therefore impossible for providers to offer domains at a "one-time price".
