Minecraft server: timed out after a time?

I have a Minecraft Bukkit server that players can easily join. Within a period of 15-20 seconds they are thrown down again and the error message "Timed Out" appears. Before they are kicked, they can do everything including mining blocks without lags.

The following has already been done:

Port is NOT blocked by the antivirus
Port is NOT blocked by the router
Port is NOT blocked by the firewall

(Actually I tried everything from this site: https://appuals.com/how-to-fix-the-minecraft-server-connection-timed-out-error-on-windows/ except the VPN solution)

Server logs? Client logs? Plugin list? Server version? Do you have a second computer that you can try? Do Vanilla servers work?

Unfortunately only one computer in the house.
Exactly the same problem.

This can only be due to the fact that the connection is cut off after a short time by something that is not connected to the server.

Okay, do you have an existing internet connection when the connection "breaks down"?

So this only affects your server or does the whole PC no longer have internet after a few seconds?

Try temporarily deactivating your firewall and possible AV programs.

Try another port e.g. 25566 in the server and when joining (change port forwarding, of course)
