You have to imagine it like this:
For example, you rent 100GB of memory on a large computer.
Your own virtual computer then runs on it, on which you can do everything, e.g. Different MC servers & web servers & Ts3 servers. A root server, on the other hand, is a separate server, which means that you do not rent a bit of storage space but the whole bones and depending on the performance, this is differently expensive!
But my recommendation is, if you are just starting out, get a cheap Minecraft server, you will learn a lot and you can do a lot on it, only if it gets much bigger you should change, but otherwise a normal MC is enough sever ^^

For now, you shouldn't buy a server.
You will never achieve this maximum performance. A small V-server is enough, which is far too much. You switch to something like this if you notice that you now want to switch to a server network or need more resources
Still the recommendation for maybe 20 euro a year to buy a small Spigot Server and play around a bit!
