Skin editor plugin (like an armor stand)?

I'm looking for a plugin with which you can put skins as stature anywhere… But not these huge ones that are made of wool… But as big as the normal minecraft skins. Then you can edit it with the editor that is included in the plugin… Eg the skin lifts the left arm and holds up the sword… Only as a figure and not in large but in normal skin size… What was the name of this plugin? [Minecraft PC 1.12.2]

Believe it is called minecraft citizens or something you can use it to create skins
