I would recommend you to assemble a PC yourself, I did that and it creates over 600fps. It cost me 550 euro and the PC with the parts costs over 2000 at Mediamarkt. I would recommend an Intel processor that is better for streaming and while gaming because it has more cores.
With the budget you should take a look at eBay (classified ads). You should find a very solid system for the money. But streaming is going to be difficult.
