Find a CURRENT (1.16) program to create Minecraft Texture Packs. Not paint or gimp. There used to be mtp but no download link works anymore. Is there anything else?

To create texture packs, you need either Photoshop, Gimp, or PAINT.NET.

As I said earlier, there were programs for this. I don't get along with paint and co 😅

Take a look at a few tutorials on YouTube. In principle, it's very simple and in the end you have more freedom.
