I had a GTX 1050 Ti. Now I have upgraded to the RTX 2070 Super and have significantly less fps. To make a strong comparison: In Minecraft I had almost 400 fps in FHD with the 1050 ti without shader and texture package. With the RTX, however, it is only around 30. My fps are not limited by any program or processor. The Ryzen 5 2600 has enough power for Full HD gaming. GTA doesn't look better either. The drivers are up to date and everything is right in the bios. If you have a sensible idea, you are welcome to contact us.
Are you sure that your pc uses the graphics card at all or rather the processor's agpu?
Did you cleanly uninstall the drivers of the old graphics card beforehand?

If no drivers for the GPU are installed, then somehow you can do it without a processor GPU.
If you could do 100 fps in forza horizon 4 with an r5 2600, then I wouldn't have gotten an rtx.
