I'm considering buying minecraft on my mac and wanted to ask if i can buy it once on my mobile phone or play it on another device!

Unfortunately that is not possible you can play Java Edition which is available for Mac only on Mac with Windows 10 Edition the same.

You can install it on the respective devices as often as you want. For each type of device (Java, Xbox, Switch, cell phone) you have to buy it separately.
