slower (i.e. Slower response - higher ping time).
There can't be a 'tool' because the ping is hardware-based.
It doesn't get any faster because the provider is responsible for it.

You just have to slow down your I-Net connection overall. E.g. Build one or more Wi-Fi routes in between. Everything costs ping time…

'Ping' works on the hardware level, the software (on your PC) has practically no influence.
Simply put, you can only make the cable longer (but we're talking about many kilometers here - physically not possible) or artificially add delays (thanks to WLAN).
Although I don't understand the point of a slower data connection.
How about using your smartphone as an internet bridge?
That should result in underground ping times if you switch off LTE…
