Whether you have a 10k line or 200k does not matter to the ping.
It depends on how good your connection to the next RZ is. The speed is nowadays rather irrelevant, as already 10Mbit.
Whether DSL or cable is better, can't say. Have cable and usually a ping between 10-20ms
The "Ping" does not necessarily have something to do with the "bandwidth" with which you are traveling on the Internet. Too little bandwidth, usually pushes the ping upwards.
However, this is by no means the problem with your bandwidth.
The ping is the connection from your computer to the server and back. Depending on how your computer finds its way to the server (via other servers, etc.), the latency (ping) also increases.
A second problem with ping can also be a failure-prone connection (this often occurs when using a WLAN).
Third problem: Your computer and the built-in network card or onboard card. That, too, can play a role in latency. Maybe your computer needs "longer" than "expected" to send out the data via the network card.
A firewall could possibly be configured incorrectly, causing something like this.
Whether DSL or CABLE is faster, you can't answer blanket, since this is actually location-dependent.
