With worldedit you can also change biomes. You would have to select tundra for the area if you want it to snow there. This also works in height, so that you have normal forest below and tundra above it, then it snows, for example, on a mountain above a certain height, which you choose yourself.
With Worldguard you can flag certain areas so that it always rains there, if you change the biome there it stops snowing.
