I play minecraft windows 10 version in a flat creative world and just want to build an ocean. However, it bothers me that you can only dig 4 blocks deep until you get gray - black blocks. After that there's nothing left… Just blue… How can I dig deeper than just 4 blocks until nothing comes?
You have to generate a new (flat) world with individual "Custom Settings" that is several blocks deep - you can also set other blocks as standard here:

A flatland world always has 1 grass 3 soil and one bedrock level. With Windows 10 Edition you can't go deeper.
