Minecraft - how to fix this pixel bug?

For some time now my Minecraft 1.12.2 Forge instance has had a graphic error that can't be captured with a screenshot or screen capture. That's why I had to record the screen with my cell phone:

In the title screen, these pixels form a line over the background image. In the game, the error occurs on some blocks with some pixels. When I walk through a portal, large areas in the background are affected by the bug.

This pixel error did not appear when the Modpack was started for the first time.
