I started a Minecraft hardcore world and now I wanted to bewitched but now I noticed that I still put 21 bookshelves around the magic table and I can only bewitched up to level 18. The bookshelves are as they should be 1 block from the magic table and the corners are free of course I'm a frugal fox.
Hope you can help me as I know that you actually only need 15 bookshelves for lvl30.
It's hard to see without that. Do you have torches or carpet somewhere in between?

Fact since when can you no longer stand torches there.
Torches have always disturbed the levels because they are treated like blocks.
