XBOX can crossplay with the PC because Microsoft bought Minecraft. This will work through Xbox live.
There's no way to crossplay with the PS4.
Yes any platform except PS4 can crossplay with Minecraft. But soon the Bedrock edition should come on the Playstation which supports Crossplay.
So far, there's no way to play as a PS4 player with the PC together.
Although I do not play Minecraft but no there are very few games support the Crossplay minecraft so the old as it will soon be replaced with a newer game does not support Crossplay and the new I think not synonymous
