Minecraft must never allow access to all of your storage. You are allowed to give a maximum of half of your ram, otherwise the game can't work well with the ram. So I would first set it to 3 or gb, and maybe install mods like Optifine, or the badlion client, these give you a lot of features and a lot more fps (with my 2070s I went from a good 100fps to 400 with schader)
If you're only using 600-700MB of RAM with shder, it means Minectaft just doesn't need any more. The game then takes the 8GB if there's also 8GB to use. If you want to use your RAM completely, you have to get very high-resolution texture packs. (× 1024 or higher)
